When I first thought of Kava, I imagined a physical paradise - with white beaches, gentle surf, swaying palm trees and tropical breeze; the ideal location to set up our organization. Upon arriving to Kava, that paradise I imaged quickly changed with images of dirty streets and poor conditions all the way to our company's office. I learned Kava is threatened by several natural disasters and in desperate need of outside business. Kava is mainly made up of indigenous South Pacific tribes with some mix of African, French, Spanish and Americans. Over 50% of the population is under the age of 15 and the main source of their economy is agricultural.

After carefully assessing the situation here in Kava, I feel that certain issues must be addressed before considering establishing a greater presence here. Our mission is to provide caring, efficient, quality, professional and affordable healthcare services to low income societies such as Kava. It's true that with the several possible disaster threats that include HIV/AIDS and high risk of the avian flu infection, a healthcare organization such as Catholic Healthcare West (CHW) is greatly needed in this country. Our mission at CHW is clear on our commitment to participate with low income communities in being a resource to the citizen in the determination of their healthcare needs. However other disaster threats such as tsunamis, tornadoes, volcanic eruptions, and earthquakes threaten our costly structures and equipment. More importantly, such issues would hinder our commitment to provide our physicians and staff with the appropriate environment in which to treat their patients, which include clean and safe working conditions.

There are several forces involved that formulate the problem with establishing here in Kava. The constant threat of natural disasters to our structures would add tremendous stress to our stakeholders. In the event that a natural disaster destroyed or damaged our facilities,
