Introduction

When preparing a mission statement for an organization or for a department within an organization, a mission statement should be clear and concise. The goal or goals of a mission statement is to find a way to incorporate social meaning, criteria of the organization, address concepts of the organization such as moral and ethical position of the organization and identify the vision. A mission statement will also be able identify the image of an organization by addressing the organizations market and product and/or service it has to offer. When developing a mission statement for an organization, a strategic plan or goal is an important starting point when developing an organization’s mission statement. As discussed by David, F.R. (2007), it is important to include the following nine essential components when starting to development a mission statement for an organization.

• Customers

• Products or services

• Markets

• Technology

• Concern for survival, growth, and profitability

• Philosophy

• Self-concept

• Concern for public image

• Concern for employees

The Office of State Purchasing or also known as the Office of Procurement Services is a department within the Ohio Department of Administrative Services (DAS) and has the responsibility of providing quality service for state agencies and recognizing the importance of the taxpayer’s dollar. The Ohio Department of Administrative Services (DAS) takes pride on contributing directly to the success of state agencies, boards and commissions as well as local governments and state universities by providing quality services, specialized support, and innovative solutions. The Ohio Department of Administrative Services (DAS) works as a customer service organization and team members continually look for ways to improve work processes and final products. Team members of the Department of Administrative Services (DAS) listen earnestly to customers and work with team members to make a positive difference in providing quality service to its customers.

Mentioned in the Ohio Department of Administrative Services website, The Ohio Department of Administrative Services (DAS), led by Director Hugh Quill, is committed to providing quality centralized services, specialized support and innovative solutions to state agencies, boards and commissions as well as local governments and state universities. The Ohio Department of Administrative Services consists of more than thirty program areas serving our Ohio government customers, who in turn directly serve the interests of Ohio citizens. The Ohio Department of Administrative Services (DAS) helps procure goods and services, deliver mail, recruit and train personnel, promote equal access to the state workforce, oversee state construction projects, lease and manage office space, process payroll, print publications and perform a variety of other services. To provide these services, the Ohio Department of Administrative Services (DAS) is organized into the divisions of Equal Opportunity, General Services, Human Resources, and the Office of Collective Bargaining.

The history of DAS dates to 1973 when parts of the former departments of Finance and Public Works and the former Civil Service Commission were merged to centralize many services that could be managed more efficiently under one department. The Ohio Department of Administrative Services (DAS) is committed to the mission to provide quality service, specialized support and innovative solutions for the effective operation of Ohio government and will continue to expedite the effective operation of Ohio government to better serve all Ohioans. The Office of Procurement Services is comprised of State Purchasing, the Office of Procurement from Community Rehabilitation Programs (OPCRP) and Cooperative Purchasing. As the purchasing arm of state government, State Purchasing is responsible to establish contracts for all types of supplies and services required by state agencies. the Office of Procurement from Community Rehabilitation Programs OPCRP, formerly the State Use Program of Ohio, assists state agencies with purchasing various supplies and services from community work centers that employ individuals with work-limiting disabilities. The Cooperative Purchasing program combines the purchasing power of participating political subdivisions, such as local governments, schools and universities, to procure supplies and services at the lowest cost.

The Office of State Purchasing department, which is a department within the Department of Administrative Services, uses the following mission statements to identify the goal of the department. The Mission of the Office of State Purchasing is to procure supplies and services that are utilized by state agencies on a daily basis, in a cost-effective and cost efficient manner preventing any interruption in services provided by the agencies and to ensure proper expenditure of taxpayer dollars. The following is a recommendation for a new Mission Statement for the Office of State Purchasing:

The Mission of the Office of State Purchasing is the dedication to provide the highest quality of customer service and procure supplies and service which are utilized by state of Ohio agencies on a daily basis so that it may be accessible and useful. The Office of State Purchasing recognizes the importance of quality service for the state agencies and will ensure proper expenditure of taxpayer dollars. Ohio Gov., retrieved March 8, 2008.

Conclusion

When preparing a Mission Statement for a department or an organization be sure to be clear and concise criteria which will most effective in identifying the vision or goal of the mission. As mentioned in the text, Thompson, A., Strickland, A., & Gamble, J. it is to identify a company’s strategy and the company’s current business approach and future plans to identify the company’s strategy. Additionally as mentioned earlier, when creating a Mission Statement for an organization or even a department within an organization should try to address the following concepts when creating a mission statement. Customers – Who are the firm’s customers? Thompson, A., Strickland, A., & Gamble, J. (2007).

• Products or services – What are the firm’s major products or services?

• Markets – Geographically, where does the firm compete?

• Technology – Is the firm technologically current?

• Concern for survival, growth, and profitability – Is the firm committed to growth and financial soundness?

• Philosophy – What are the basic beliefs, values, aspirations, and ethical priorities of the firm?

• Self-concept – What is the firm’s distinctive competence or major competitive advantage?

• Concern for public image – Is the firm responsive to social, community, and environmental concern?

• Concern for employees – Are employees a valuable asset of the firm?

If all or a majority of these components are met when creating an organizations mission statement, then an effective mission statement can be created.
