As for SOCOM being suited for CA, the problem is resourcing, misison focus, and ability to execute. Remember, SOCOM is not a large organization and works for the Joint Chiefs of Staff. Liek the rest of the military, we are, for the most part, reactive in nature. There are some aspects of the military that are proactive to support foreign policy and such, but there is a line between paramilitary and military operations.
That famous line from the old Mission: Impossible TV series (and the Tom Cruise movies) is key..."As always, should you or any of your IM Force be caught or killed, the secretary will disavow any knowledge of your actions." Not something we can do with our military. If paramilitary ops shift to DOD, then SOCOM is NOT the right organization to execute. This would damage the US military's ability to support its global mission (humanitarian missions, demining operations, training support, etc) globally as, like all overseas operations get linked to the CIA (even if it wasn't the CIA), countries would begin to close their doors to US military as they would question why the military was there in the first place.
