In many cities all around the world, countless homeless people can be seen on the street. Homelessness is a tough problem to deal with for many city administrators, especially in China. The homeless are considered a dark side of the city’s image, so administrators try to drive them out of the city, sometimes in an inhuman way. Some urban management officers, known as chengguan, have a bad reputation among Chinese people because of their violent treatment of the homeless. However, the homeless are people, not a problem. The city administrators should care about them and treat them as common citizens.
Homeless people are people too. Most homeless people are those who reach an impasse and they need support from the society and the government. Therefore, the homeless should not be expelled from the city because actually they have nowhere to go. If the administrators attempt to forbid the homeless to beg or wander on the street, they are doing the same things that drive the homeless to despair and apparently the problem still hasn’t been solved. The proper way to deal with the problem is to provide refuge for them and help them out of the homelessness. Note that administrators of the shelter should use friendly and humanized services instead of brutal treatment.
The government is for the people, not just those who have made the best decisions and made no mistakes. The homeless people are citizens too. They deserve to have another chance to change their situation, live a better life and make their own contribution to the society. It is the government’s duty to help them. City administrators should care about the homeless, use their power and funds to help the homeless out of the emergency and the awkward situation. In this way, many homeless people can have the opportunity to get rid of homelessness and begin a new life. It could make for a better city and a better world.
Many people tend to see homelessness as a consequence of a person’s own failing.
