Introduction
The island of Kava has many obstacles yet to overcome. The citizens of Kava have endured the hardship of losing loved ones and all worldly possessions due to catastrophic events. Acumed has worked with the Kava government to insure proper procedures have occurred in the recovery effort as well as provide first aid, food and shelter to all citizens in need. Acumed grieves with every citizen and is committed to rebuilding Kava for all survivors. Acumed would like to become a major shareholder in the rebuilding efforts and work with government officials on a rebuilding plan. This plan will identify specific problem areas and provide an outlet for improvement and proactive warning mechanisms against future natural disasters. Kava faces many new challenges and decisions. Acumed would like to share a greater presence in Kava through a collaborative consensus with government officials and the citizens of this beautiful island.
Phase II - Project Blue
Acumed in collaboration with Kava government has analyzed and prescribed a formulated plan for rebuilding this beautiful island and has named it Project Blue. This effort is a major undertaking and requires extensive problem identification to adequately rebuild Kava to comply with safety standards that affect the quality of life for all islanders. This plan outlines the following island issues that must be addressed to begin rebuilding and reconstruction: humanitarian aid; housing development; disaster prevention; hotel rebuilding; human resources.
Humanitarian Aid
There has been an enormous out pouring of humanitarian aid in the form of money, food, supplies and labor. People around the world have seen the devastation that occurred in Kava and what to help rebuild Kava. This endeavor alone requires exceptional organization skills to distribute aide to all those that are in need. A humanitarian station has been established to receive donations from around the world. This station is maintained by the National Red Cross and will develop a distribution channel by which donations can be given to islanders. The humanitarian station will develop database of all surviving islanders as well as those islanders that would like to become skilled labors in the restoration effort. Kava will be rebuilt through the generous donations of caring individuals throughout the world. Shakespeare stated "To be or not to be, that is the question. Whether 'tis nobler in the mind to suffer the slings and arrows of outrageous fortune or to take arms against a sea of troubles"
Housing and Development
Housing development must be maintained and coordinated for islanders as well as for individuals who desire to donate skilled labor. The United States government has generously donated thousands of prefabricated trailers that were not used in the Katrina disaster. These trailers will become temporary shelters during the reconstruction phase. A large portion of debris has been cleared and appropriate modifications have been established to accommodate these temporary shelters. An established coordinator will organize placement of islanders and humanitarian aid workers.
The United Kingdom has generously donated several million dollars towards the rebuilding phase. A specific location has also been cleared to store building supplies that will be purchased for the reconstruction effort. The housing and development coordinator will work in conjunction with the humanitarian coordinator to establish a list of islanders who wish to work on the rebuilding phase. Engineering plans are currently under construction and will be published by the government of Kava. The new city of Kava will exceed all former expectations.
Disaster Prevention
Disaster prevention is a primary consideration in the rebuilding phase. Engineers have established danger zones which are not stable or suitable for reconstruction. These zones will be marked throughout the island and are off limits due to the dangers that exist. The military will guard these points and prevent entry. Safe zones however, have also been established by engineers and visitor stations have been erected at various points throughout the island. These visitor stations will provide information for all islanders concerning the rebuilding phase, humanitarian aid and housing. These information stations will also begin dispensing educational information concerning early warning systems.
Early warning systems are currently being installed throughout various key areas around the island. This early warning system will alert islanders concerning tidal waves and tsunamis. A high-tech early-warning system has been procured and installation is near completion. Evacuation plans are of vital importance to every individual on the island as well as a planned evacuation route in the event that disaster should occur once again. Evacuation outlets have been established as well as transportation to higher safe zones. A special engineer has volunteered a design that would protect the island of Kava from such natural disasters. This plan involves elaborate aqua ducts and levies and is under review by government officials. Acumed and the Kava government will insure that all safety measures are installed and regulatory building codes for reconstruction will be strictly
