Effectiveness and efficiency of peace and order in Mati City, Davao Oriental

  1. Introduction

   When we say effectiveness is about doing the right task, completing activities and achieving goals and it also how useful something is while efficiency is about doing things in an optimal way, for example doing it the fastest or in the least expensive way.

Peace is a time without any fights or wars. In a larger sense, peace (or peacefulness) can mean a state of harmony, quiet or calm that is not disturbed by anything at all. It is within and among states is a goal of many people and organizations.

In United States government, the stated mission of the Peace Corps includes providing technical assistance, helping people outside the United States to understand American culture, and helping Americans to understand the cultures of other countries. Each program participant, a Peace Corps Volunteer, is an American citizen, typically with a college

The program was established by Executive Order 10924, issued by President John F. Kennedy on March 1, 1961, announced by televised broadcast March 2, 1961, and authorized by Congress on September 21, 1961, with passage of the Peace Corps Act (Pub.L. 87–293). The act declares the program's purpose as follows:

To promote world peace and friendship through a Peace Corps, which shall make available to interested countries and areas men and women of the United States qualified for service abroad and willing to serve, under conditions of hardship if necessary, to help the peoples of such countries and areas in meeting their needs for trained manpower.

        In the Philippines, National Peace and Order Council Several years ago, a centralized coordinating mechanism to carry out a national program addressed not only criminality but all forces that threaten national security was established with the promulgation of Executive Order 309, as amended by EOs 317 and 320, and recently EO 366. This national council, more popularly known as the Peace and Order Council, draws its membership from government agencies and nongovernmental organizations (NGOs). The Peace and Order Council (POC) is a unified and strongly coordinated body to carry out national programs addressed to the problems of criminality, terrorism, drugs, insurgency, rebellion or disruption of public order, which threaten our national unity and security.(by Donna Lynn A.         City of Mati, Province of Davao Oriental, upholding the gains of the peace and development efforts in the province, the Provincial Peace and Order Council (PPOC) agreed to create an Oversight and Advisory Committee poised to bolster the ongoing implementation of the Peace and Development Outreach Program (PDOP) of the Philippine Army in partnership with the provincial government. “Government services that would be felt by the people would really help in our peace and development efforts,” said Col.         The purpose of this study is to determine the effectiveness and efficiency of peace and order in Mati City, Davao Oriental. This could give an excitement for us to study this kind of matter. Enables to the place could lived in a harmonious living, the individual in the government should implement about the peace and order. When we look up the place where it has peace and order so, we could always say that there is effectiveness among the government officers and the armed force officers as well.

STATEMENT OF THE PROBLEM:

This study aimed to primarily determine the effectiveness and efficiency of peace and order specifically in Mati City, Davao Oriental.

More specifically, this study seeks to answer the following questions:

  1. What is the influence of  effectiveness and efficiency of peace and order in terms of :
  1. prevention
  2. organization
  3. performance
  1.  Is there any significant difference of the effectiveness and efficiency of peace and order  when analyzed according to:
  1. Age; and
  2. Gender

  1. What is the relationship between effectiveness and efficiency of peace and order?

Assumptions and Hypotheses

  1. There is no significant difference on the effectiveness and efficiency of peace and order when analyze according to age and gender.
  2. There is no significant relationship between effectiveness and efficiency of peace and order.

Importance and Significance of the study:

        This study will be a significant endeavor in promoting good work environment in our community. This study will also be beneficial to all people who lived in a certain community. By understanding the needs of the people and benefits of quality service, the armed forced, as well as to all the government officials were assured of this research as a source of their reference.
