Problem: Nepal is very steep, so there isn't much land to grow things on. There is also great erosion caused by landslides which is caused by summer monsoons. Nepal is unable to cope with the effect of landslides with things such as terraces because the steepness just destroys them old school.
Cause: Communists, rain, very steep, overgrazing by animals and mostly intense clear-cutting of forests, yielding little footing for the top soil that is swept away yearly.
Government: They started the whole problem by exploiting the countryside for the good of the cities, leading to overgrazing and poor crop rotation to get to quota. They are starting to fix the problem by controlling the forest and working with the villagers of Nepal. This includes control of grazing, crop rotation and planting trees (courtesy of A-Dub).
Solution: See government write-up. Control fo grazing, learn how to rotate crops and plant trees and things of that nature.

Problem: Not enough food due to soil loss and many many Commies.
Cause: Erosion and deforestation are the main cause of the problem. This is heightened by huge tropical thunderstorms that further erode the soil. They also have poor farming practices and don't rotate crops and the poverty. Poverty is always a problem.
Government: They destroyed the old feudal system and redistributed the land. This didn't really work because everyone knows that people don't like working for the good of many. The government is also stupid because they give all the good agricultural products to cotton farms and such, and everyone knows that cotton kills.
Solution: Control grazing and allow for some free enterprise
