Executive Summary

The Emergency Services is currently experiencing fundamental change at many levels.

The program has re-examined its business activities as part of the service planning process.  We identified the urgent need of an online contractor’s database in light of the lessons learned from the last natural diasters season.  

To meet the increasing future natural diasters management challenges, it is utmost important to engage and deploy our resource i.e. contractors as soon as a natural diasters is reported.  In order to do that we need an up-to date, accurate, user friendly, cost effective online contractor’s database.

The program is recommending JD Edi – Online Contractor’s Database.  As Emergency Service is a unique program with very unique needs, a review was done for recommended program and a wide range of both internal and external stakeholders were engaged.

JD Edi is a proven system.  It is successfully used by other municipalities and other governments.  Contractor community is trained to use this database and Emergency Service has tested this program with successful results.

Issue Identification 

Emergency Service plays vital role in safety.  It is costing a lot of time, money and effort in updating and maintaining this database, resulting in delay in deploying resources causing millions of dollars in damages done by the natural disasters but also great danger to human and wild life.

Alternatives: 

A1. JD Edi – Online Contractor’s Database

It is an online contractor’s database which enable contractors to update their personnel’s information from anywhere, anytime without engaging ESBC staff.

Pro: Contractors are already familiar with the system as they have used it while working with other governments.

Con: monopoly on market as no other system can suit unique needs of ESBC.

Recommendations 

JD Edi – Online Contractor’s database is a proven, successful online based database.  It is used by many other provinces and governments.  Contractor’s community is already trained in using this online system and feedback from them is very positive.  Its user friendly, cost effective system.

Customized reports can be generated from this system anytime with just one click which will enable us to deploy resources almost immediately. Easier to train permanent and seasonal staff as all the data entry and updates are done by contractors.
