FRCSE Expands to Kava
The purpose of this paper is to develop the preliminary considerations for Fleet Readiness Center Southeast (FRCSE) to establish a greater presence on an island in the south pacific called Kava. The paper will define the issues, obstacles, organizational processes, human resources, and ethics involved.
Kava is an island in the south pacific in a strategic area where the United States Navy wants a greater presence. The (FRCSE) human resources office has decided to fund a trip to the country to evaluate the area and establish a presence. They have decided to send Nik, a new employee who has the skills needed to evaluate the area. Alex, director of strategic planning is already in Kava waiting for additional manpower to identify the problems that exists in the area. Upon arrival in the country, Nik is to meet Alex at a temporary satellite office for a preliminary meeting to discuss the countries issues. After a 36-hour flight, Nik arrives in Kava to find the country in disarray. Apparently the country has experienced a disaster. Making his way to the satellite office location, Nik meets with Alex, and they begin evaluating the issues to achieve their goal.
Framing the Problem
Critical thinking is necessary to identify the problem, define criteria, goals, and affects that exist in Kava. The first process is identifying the issues or problems that exist in the country. Kava is a poor country with a population of mixed ethnic groups. More than 50% of the population is under the age of 15. MGT/350 (2008) explains;
"The country has a mix of indigenous South Pacific tribes, Asian (Chinese primarily), African, French, Spanish, and since World War II, a sizeable number of Americans. The country produces petroleum, coffee, cocoa, spices, bananas, sugar, tourism, fishing, and natural gas, as well as inexpensive, quality labor. The Disaster threats consist of tidal waves/tsunamis, typhoons/ hurricanes, Tornadoes, Floods, fires, volcanic eruptions, earthquakes, HIV/AIDS, petroleum spills, and contain a high risk for avian flu." (p. 2)
Minor terrorism exists in the country however, it is localized. Organizations that are assisting the country are local, state, and national levels including the military, community based organizations; faith based groups, and businesses. Certainly this country is plagued with disasters that intensify the other issues such as disease and poverty.
Identifying the Goals
Alex and Niks goal is to convince Kava's government to permit the government of the United States to establish a small manufacturing satellite sub-division of FRCSE in their country. In addition, to sustain and minimize the astronomical costs of shipping aircraft and military components back to the United States for repair or overhaul. In order to continue military
