Mr. Jack Marrkand

Executive Director

Partners for Development

8720 Georgia Avenue, Suite 906,

Silver Spring, MD 20910

Dear Mr. Marrkand:

We thank you for giving NCheng LLP (“NC”) the opportunity to present our proposal to provide professional services to Partners for Development (“PFD”). A professional relationship with Partners for Development would be very important to our firm, and it is a relationship that would not be taken for granted.  You can be assured that we are fully committed to dedicating to this engagement, the right executives and staff who have the relevant experience, the ability to communicate internationally as well as the hands-on approach that you demand.

NC is a highly diversified minority owned and controlled Certified Public Accounting and Consulting firm. Founded in 1989 the firm has grown rapidly and currently employs over eighty professional staff in our New York office. Our rapid growth and success is due to the quality of service we provide to our clients.

We believe that our size and experience in the audits of not-for-profit organizations puts us ahead of the rest and also places us in the best position to perform this engagement efficiently and effectively. We are large enough to provide all the resources needed to perform this engagement in a timely and professional manner, yet small enough to provide you with personalized attention at the highest level in our firm.  We also have the capability to provide an array of non-audit services that our clients often require, for example, fiscal management services, organizational reviews, and human resources assistance.

We bring to this engagement a significant amount of experience in audits of not-for-profit organizations including entities with international operations. We know and understand the issues facing them.

In addition to providing audit and accounting services to multiple not-for-profit organizations in the United States, we also provide services to several nonprofits with international operations in various countries in Africa, and other parts of the world such as China, Istanbul and Cambodia.

We are confident that your needs are well matched with the services we offer, our proactive service delivery approach and open communication style. We commit to completion of this engagement in the required timeframe.

Thank you again for the opportunity to submit this proposal.  We are excited about the prospect of having Partners for Development as a client.  Please call if you have any questions or need additional information.

Sincerely,

NCheng LLP
