The Needle Exchange Program, at first, does not sound like the best program, but there are some positive points to it. Some are getting rid of dirty needles all together and also preventing AIDS from spreading. I will speak about why they should pass this program and why the Needle Exchange Program will be effective.

In the November ballet, the Needle Exchange Program did not pass. I believe most people saw the negative side of this program and did not even think to look at any of the positives. This program can really make a difference. In other cities, statistics have shown that the spread of AIDS and the use of drugs have decreased with this program. As a minority, I will say that most people who are infected with AIDS are minorities, as well as drug users. I believe that they should pass this program in the next ballet we have because it can be very effective.

It can be effective by not having people use dirty needles, which is what causes people to get AIDS. Also, when drug users go to the Needle Exchange Program to get needles, they can look at all of the pamphlets about preventing oneself from AIDS and also pamphlets on what drugs can do to someone. This will get the drug user to ask someone about what they are reading and maybe stop them from using drugs. It will make the person realize that doing drugs is both wrong and harmful.

To conclude, I believe this program should be passes because it can make a difference in AIDS and in the use of drugs. If we could have another vote to pass this, I believe it would be worth it. Our city could be another positive statistic and we wouldn't be looked down upon. With everyone's help in passing the Needle Exchange Program, we can make a difference.
