III. RATIONALE
The launching of the PRO1 PATROL “101” in all Police Stations in Region 1 has achieved a significant headway as it gradually contributed in deterring the occurrence of crime. In the Province of Pangasinan, PATROL “101” has been religiously implemented by all operating units clearly emphasizing the importance of “Police Presence” rather than “Police Visibility” in the streets particularly among the identified Crime Prone Areas in a specific municipality or city.
PATROL “101” has gained significant impact to the community considering that they feel safe and secure in going to commercial establishments and areas of convergence. With the inception of the Yuletide Season and Holidays, many people from other places will considerably flock to provinces and highly urbanized areas and vice versa. This period is where criminal elements take advantage of these situations. It is where the POLICE C.A.R.T. as a component of PATROL “101” shall significantly play a vital role in providing the community a safe and sound atmosphere.
The proposed implementation of the POLICE C.A.R.T. (Community Assistance and Referral Team) shall form part of the implementation of the PATROL “101” in consonance with the visions and objectives of PATROL PLAN 2030; Code P: 2013 and Beyond.
The dramatic change that the PNP is undergoing is the product of the Integrated Transformation Program (ITP) since it was launched in 2005. The successful transition of programs and projects aimed at realizing the foundation by which it was crafted is already manifesting in the field. Now in its full blown phase, the ITP as reinforced by the implementation of PATROL PLAN 2030 with “CODE: P 2013 and Beyond” as its blueprint has been cascaded to all the PNP Units at the lowest level. With these changes, it is therefore imperative that every PNP Unit must undergo various innovations reflective of the institutionalization of the P.A.T.R.O.L. PLAN 2030.
IV. OBJECTIVES
The establishment of Police C.A.R.T. (Community Assistance and Referral Team) is aimed to:
- Minimize/Deter the occurrence of street crimes particularly in areas of convergence, commercial areas and identified crime prone areas;
- Cater to the public safety needs of the community in view of the celebration of the Yuletide Season and other festivities which are commonly affected by criminal activities;
- To act as first responder in cases where it matters most.
- To enhance the implementation of PNP PATROL PLAN 2030 and PRO1s PATROL “101”.
V. PHASES OF IMPLEMENTATION
This Impact Project shall be implemented in three (3) phases:
