There are three major criteria for evaluating a measurement tool: validity, reliability, and practicality.

• Validity refers to the extent to which a test measures what we actually wish to measure.

• Reliability has to do with the accuracy and precision of a measurement procedure.

• Practicality is concerned with a wide range of factors of economy, convenience, and interpretability.15

During the executive board meeting, Bea Hansen asked questions regarding the sample size, periods in which the data was collected, how the data was collected. By evaluating the criteria in measuring the data, the statistics can represent the population in general. If sound measurements are not used then the information is useless. Bea Hansen asked the questions to verify the statistical data being provided, because understanding the sources will provide the validity, reliability and practicality of the data. Stratified Random Sampling

When a population can be clearly divided into groups based on some characteristic,

then stratified random sampling can be used to guarantee that each group is represented in the sample.

Predictive study
