Upon further evaluation of the software Gotcha, it is my professional opinion that the software can be built to achieve its purpose. I based my opinion on the California sex offender's web site of Megan's law. It is my opinion that this site meets all the requirements that it was intended to meet. If we model gotcha on the California web site then gotcha will be built to achieve its purpose.
I have compared the proposed web site with the California site to see if their might be issues that you will need to address. Both web sites seem to be identical in that they both are designed to protect the public. The California site deals with sex offenders. Sex offenders are very dangerous people and they prey on unsuspecting individuals causing physical and emotional damage. Sometime the sex offender even abducts the victim and even commits murder. After a sex offender serves their time, they are notorious for committing the crime again. For this reason it is important to know the name of the offender, where they live and what they look like. This web site then serves 2 important purposes. The community can check the site to see if any sex offenders live in their area so they can keep an eye on them to prevent another attack. Secondly it helps the police department in an investigation if another sex attack happens again in the area. In this case time is critical in solving the crime or rescuing the victim in a case of abduction.
In the proposed gotcha web site, the goal is to protect the citizens just like the California site and is a very important service that needs to be performed. The gotcha web site provides a different kind of protection. The gotcha site will help future employers to help protect you from theft, identity theft and from important information getting into the wrong hands. The damage that is caused by this wrong doing is financial hardship and could possibly take several years to clear your good name. The issue here is that there is no immediate treat and no physical danger. Another question is why does the public need to know that they live next to a person who committed plagiarism? These issues could become political issues.
There is another issue that worries me and that is will we get the information that we need? The California web site has Megan's law. This requires sex offenders to register as a sex offender. They are required to keep all information up to date. If the information is not updated then they are arrested. In the proposed gotcha web site it is going to be up to institutions and employers to furnish all the relevant information. This is my concern.
