Introduction
Toddlers are in a crucial stage of development wherein their total physical, emotional, and mental well-being are slowly generating. Toddlers are in critical stage of growth and development because they are now becoming physically and emotionally aggressive. This means that their environmental capacity is at risk for safety risk. A toddler encounters a significant problem when they start to feel and think differently from other toddlers. This is when toddlers start to act alone while accomplishing certain tasks. When parents start to believe that their child is showing signs and symptoms of unusual behaviors, it can significantly change their parents towards the way they provide care for their children. This is when parents discover that some toddlers are experiencing autism. This is a condition wherein the child has a neurodevelopmental disorder that is characterized by showing signs and symptoms of impaired verbal and non-verbal communication of social interaction impairment.
The policy needed for autism is the enforcement of Autism Insurance for diagnosed autistic patients under 21 years of age who are qualified to receive the financial assistance from the US Federal government. This means that all autistic patients should receive an insurance that is a part of the Autism Insurance provision offered by the local government unit. In this case, all families with an autistic child or children are given Autism Insurance program until their reach the age of 21, which is the legal age of adult. The insurance will cover the medical expense, mental rehabilitation expense, education, and welfare needs applicable to the patient. In this case, the patient will have the opportunity to alleviate signs and symptoms of distress that is currently affecting their health and wellness. This is a policy that should be applied in order to ensure that the welfare of the patients becomes attainable (Bird & Cook, 2013).
As for the presenting concern, this is the prevalence rate of toddlers with autism. This condition could last until the toddler becomes an adult. The mental capacity of these patients is often confronted with intellectual challenges. The reason behind is that their mental capacity is hampering their intellectual quotient to progress on a slower rate than other normal individuals. The identified shared needs of the affected autistic toddlers are the need for mental health rehabilitation. In this case, toddlers with autism as well as for children suffering from this condition should receive both psychological and physiological assistance to nearby hospital or mental health institution. After reaching the age of 21, the Autism Insurance policy automatically expires after their birthday. These adults are then required to undergo other insurance policies that mandate them to secure another form of insurance for further care and management of their psychological and mental care.
As for the assessment formulation of the policy need, it is important to determine if the toddler is indeed suffering from autism that can last for a lifetime. This can be revealed by the recent medical results of the patient who have been already diagnosed by the health care institution. The mental health institution or clinics are also responsible for releasing documents provides an essential way to ensure that the capacity of the patients is allowed to receive treatments and rehabilitation regimen. Since they are toddlers, either their guardian or the parents are responsible for receiving essential medical benefits for their children with autism. The intervention that is applied can be a constant psychological evaluation and rehabilitation for patients on a thrice a week basis. This is an important psychological intervention because it seeks to control the progression of imbalances experienced by the toddler all the way through their adulthood stage (Chaste, 2012).
Description of how a policy addresses the autistic toddler when there is an existing health care provision, which seeks to normalize the extent of psychological balance. This is as well applicable to the mental health rehabilitation of the patients. This is because the policy that concentrates on the financial assistance of parents prevents the burden for the household to allocate their personal savings just to regulate the mental performance of their children. As for the intervention, there is a significant contribution applied by the application of Autism Insurance policy because it seeks to help the parents to seek for a regular checkup and rehabilitation for the toddlers. The interventions applicable for the infants are rendered by the health care personnel who are trained to provide autism intervention so that the toddlers will be psychologically guided. These are psychotherapy, arts therapy, music therapy, and speech therapy to ensure that their health and wellness becomes feasible and attainable.
Theoretical application is on the basis of Erik Erikson’s psychosocial growth and development. This is based on the level of the child’s social age wherein there are psychological approaches associated with their emotions. There are several approaches that include the patient’s level of psychosocial level, which is all about the autonomy versus shame and doubt. The evidence based research intervention is to provide mental health assessment to the patient. Application of mental health assessment determines the coherence of the patient’s thoughts, speech pattern, clarity of words, and the thought process applied. In this case, the documented result will be used as a basis for assessing the plan of mental health intervention applied to the toddler. Since they belong to autonomy, play is the most appropriate intervention because they need to develop their authority as they are now starting to develop their critical logic and expressions that are implemented properly (Duchan, 2012).
The Mental health vulnerabilities are associated with the presence or absence of the law. If there are no laws that should have been supporting the child’s autism rehabilitation, the result will be problematic. Funding is a problem because whenever there are delays with the issuance of insurance, the parents or guardians are forced to pay for the rehabilitation program for the toddlers with autism. The social interaction is a factor because toddlers with autism are likely to isolate themselves from the society. This means that the toddlers are distant when it comes to socializing with other individuals. Their ability to communicate is not as the same as other normal kids without autism symptoms. In addition, the cultural norm has not been accepting to children who are autistic. There are communities who believe that autistic children are currently possessed by unpleasant beings that could result to a security risk to the children in the future.
