The USPS is an independent branch of the federal government. The USPS is responsible for providing Postal Service in the United States. The USPS handles the mailing of letters and packages, sorting, and delivering mail, and selling postal products like stamps, mailing supplies and commemoratives. The Department of Defense and the USPS jointly operate a postal system to deliver mail for the military. This is known as the Army Post Office (for Army and Air Force postal facilities) and Fleet Post Office (for Navy, Marine Corps and Coast Guard postal facilities). The USPS has long been one of the most criticized federal operations, accused of rampant inefficiency and bloated bureaucracy. Over the past several years the suffering economy, and electronic growth have contributed to the agency suffering financial crisis. Employment from the USPS is Purposely impersonal and rational based on rules rather than ties, or who you know. Organization by functional specialty USPS employees are hired based on their skills and knowledge, not because of favoritism or luck. USPS through its supervisors, managers and other thoughtless coworkers who engage in various forms of harassment and pushing of pressure points; and further down the sequential order of priorities, waiting upon the administrative process of filing for, and anticipating, a decision from the U.S. Office of Personnel Management. The characteristics all play a part of the process whereby the government fulfills the many expectations that Americans have for the USPS today. The "in-focused" mission that bureaucrats must implement and administer a wide range of policies and programs as established by congressional acts or presidential orders. For a bureaucracy, processing paperwork and finishing tasks satisfies the requirement of emotional output designated for responsiveness of the USPS. Rules and job responsibilities are written down and clearly stated. Clear hierarchy of power is concentrated among a few high-ranking managers., The pay for USPS is tied to a pay grade system. Appointments and promotions of USPS are formal because these employees are held accountable. Purposely impersonal -The idea is to treat all employees equally and customers equally, and not be influenced by individual differences. By requiring strict compliance with the USPS policies and procedures, and following a specified chain of command, it becomes possible to make order from chaos. The problem with a bureaucracy such as the post office is that it is despotic and does not conform to market changes. The bureaucratic company does not have free choice. They are not working for monetary gain. Normal accounting procedures cannot be used to make them profitable. The money that comes in to the post office and the money they spend are unrelated. So, when they become unprofitable in a bad economy, they cannot streamline – they must wait for Congress to decide. Bureaucracies are unable or unwilling to adapt to changing conditions quickly. the federal government has traditionally been slow to counter challenges from private mail carriers, the post office has lagged one step behind the business world, it is hard and incapable of making the necessary changes to remain competitive.
