War arises at a global level because of the changing relations of numerous variables. The most predominant variables include technology, socialism, and conflict behavior. There is no single cause to war. War is caused by a compilation of many factors. The race for technology fabricates states to oppose others in order to dominate the global market. Conflict behavior is caused by opposing interests and capabilities, significant change in the balance of powers, as well as contact and awareness. Conflict behavior is then triggered by the perception of opportunity, threat, or injustice. Even though conflict behavior may be violent or non-violent, it is believed to manifest a series of phases in the balancing of powers. Sociocultural forces such as meaning, values, and norms within states also generate wars.

In order to answer the question “Why are there wars in the international state system?” we must first state the conditions that must be met for war to be possible. For war to occur between states they must have awareness and specific sociocultural distances of each other. Also, opposing interests must be present. There, then, must be a significant change in the balance of powers supporting the status quo. A will-to-war must be present stating that each state has a will to fight either it be in defense or to change the status quo. Finally, the state must fight to win and have no intentions of losing. If a state doubts victory, then a war is declared incompetent. A final necessary cause also must be present. This is the disruption of the status quo. Some, perhaps surprising, event will communicate injustice, threat, or opportunity in a way to crystallize the conflict situation and provoke the will-to-action for one or both parties. The change in the balance of powers has created tension, a recognition of the possibility of war over a status quo. The trigger event brings this to a head, provoking a crises in which war is the outcome.
