1. Scene assessment

2. Get someone to call 911/ blow whistle to get attention

3. Do not leave the scene to get help

4. Mark the location, record the time, collect and keep witnesses

5. Get bystanders off ice

6. Reach or throw - do not go out onto the ice

7. Pull victim to safety

8. Treat for hypothermia

10. Notify supervisors and complete reports
