Energy performance and public private partnership

The purpose of this paper is to investigate the performance of public private partnership PPP and the ability of private consortia and public authorities to develop solution that decrease building energy consumptions. For the last decade developed countries like Europe region showing a growth in the direction of developing methods in order to enhance public services one of those new methods is public private partnership PPP.

Public private partnership considered as a way for the state to reach its environmental targets. As an example France has been using private finance procurement for a long period, its main focus on the infrastructure projects in assets such as roads, hospitals, schools, prisons, and stadiums for which users pay direct.

Methodology of the study based on criteria such as timely delivery and cost, innovation, service quality and life cycle costing, then a case study has been dropped focusing on energy saving performance. So there were two objectives first is an investigation on the performance of public private partnership and the second consisting of examining effective strategies and success factors in reducing energy consumptions.

Results of the study shows that it indicates that public private partnership perform well on the issues such as respect of timetable and contracted price. However literature review shows that performance of public private partnership is lower in innovation, quality of service delivery and life cycle costs. In the other hand case study indicates success of energy saving performance contract requires the public authorities to have good knowledge of the status, occupation level and energy consumption of their buildings.
