Napoleon Bonaparte
Napoleons' Domestic policy was somewhat strong. He had a group of secret spies and police to look over his people while he was dictator. The spies would come back to Napoleon bearing news and information about what the people though of Napoleons recent decisions or what they though napoleon should do next. This valuable information was very useful to Napoleon. He was then able to use this to his benefit, knowing what the people wanted and knowing what he was capable of, Napoleon had the ability to create either decisions that we 100% for the people (which made both very happy) or make a compromise (making both somewhat happy). This meant that all of napoleons decision could be premeditated and twisted so that through the eyes or the public, he was amazing. I believe this is one of the reasons for Napoleons' immense popularity.
Napoleon was not always the dictator for France. He was a great commander before that. He had won many battles, decreasing his popularity in other countries. This would continue to drive his popularity in France but only if the majority of France had a disliking toward that country.
The foreign policy of Napoleons' was an effective one. Since he was an army official, he had the ability to build up and army and attack others. This policy has two points of view; one is France and the other is everybody else. France's people though their country was amazing. They had one battles against extremely influential countries such as Britain, Turkey, Russia and Austria. From everybody else's view, Napoleon was a tyrant. He was taking land, winning wars and gaining popularity and momentum. The other countries could only watch and prepare just in case they were next. Napoleon may have been popular in France but not anywhere else.
