Organizational Management and Operation Analysis

According to (Peak, 2010), states that a notable writer once wrote that "The founders of a new colony, whatever Utopia of human virtue and happiness they might originally project, have invariably recognized it among their earliest practical necessities to allot a portion of the virgin soil as a cemetery, and another portion as the site of a prison." This quote brings to mind that the founding fathers of this great nation believed it necessary to include in their framework a burial place and a place for those individuals who do not understand the meaning of a Utopian society to reside. The founding fathers thought of a place for offenders to stay while serving time in prison cells for behaviors unbecoming a Utopian society. In this paper, the analysis will identify, compare, and contrast the police functions within the local, state, and federal organizational levels. Furthermore, the paper examination of the tri-level aspect of policing shall include an examination of how the three organizational management, administration, and operational functions are similar, but different, and why? According to (Brower, 2010-2012), the local police, and sheriff's organizations involves patrol, traffic, investigation, and records. The local police or sheriff's department functions appear quite similar in that both organizations patrol various areas within the city, and county, either by foot or automobile. In patrolling a certain area, this allows the presence of law enforcement to deter crime from occurring, and most often people in the community believed they are securer. In the course of patrolling, most patrol officers are patrolling to observe any suspected behavior, which is out of the norm. Brower, (2010-2012), states that local police and county sheriff's take part in citing, reprimanding, and arrest. According to (Brower, 2010-2012), this aspect of policing involves law enforcement officers to cite or reprimand individuals who have violated the law. Subsequently, this refers to creating tickets, for people who have committed a minor traffic violation, along with arresting individuals and transporting him or her to the detention facility. Sometimes, in criminal cases; whereas, the offender is violent, a law enforcement officer may be asked to accompany the offender to court. The local and county police officers sometimes participate in crowd, and traffic management. These officers partake in traffic management by directing traffic during a power outage, for parades, and large events. Many local and county law enforcement officers assist with preserving order by offering law enforcement attendance to discourage or prevent unlawful behavior. According to (Brower, 2010-2012), law enforcement officers for the city and county provide investigative services to decipher why a crime took place, and who participated in the crime. These investigations generally involve questioning witnesses, and the accused, along with seeking evidence to solve the crime. The local and county law enforcement officer writes reports, completes documentation, which includes the documents needed to process the offender, or writing out data for a vehicle accident. Every form of documentation is a necessity for record keeping from the law enforcement personnel for the local, state or federal jurisdiction. The local and county police officers take part in providing first aid, until the emergency technician arrives, along with responding to calls for law enforcement assistance, and they testify in court. Subsequently, the state law enforcement officer is similar, but different.

State law enforcement officer's functions

State law enforcement officers general functions includes the highway patrol, and officers like those with the attorney general's office, and those these officers perform the same duties as the local and county law enforcement officers, except the state police officers jurisdiction entails statewide territory, and investigations. It is believed that some states only allow the state bureau of investigation, which is an extension of the highway patrol to investigate state matters. The state policing units include the following bureau of firearms, forensic services, gambling control, medi - cal fraud, and elder abuse. However, often times the highway patrol assist the local police with investigations like emergencies that stretches far past the jurisdiction of the local law enforcement agency. However, the only difference is the jurisdiction. According to (Banks, 2013), highway patrol officers, state troopers are generally the professionals, who are the principal law enforcement officers in regions or societies lacking a local police presence or sheriff's department. A number of duties the state police officers perform, which consist of conducting interviews and interrogations, implementing the DWI laws, and producing testimony in certain criminal cases. Besides, in some cases highway patrol officers remain eligible to provide evidence, and statements about illegal and civil court events. The state law enforcement officers duties are quite similar to that of the local and county officers except the state's law enforcement jurisdiction is statewide, which generally means that these individuals patrol area is larger than local, but small than the federal officers, and quite different in the duties.

The functions of the federal law enforcement officer

The federal level of law enforcement's entails agencies like: the Federal Bureau of Investigations, Immigration, and Customs Enforcement, the Drug Enforcement Agency, the United States Secret Service, the United States Coast Guard, Alcohol, Tobacco, and Firearms, Transportation Security Administration, and the Department of Justice. Because of the 911 attacks on the United States, the federal government has implemented a couple of new law enforcement agencies like the Department of Homeland Security According to (Powell, 2012), the Federal Bureau of Investigations remains to be the United States leading police agency, and this organizations number one priority is accumulating evidence and compiling proof in proceedings of federal jurisdiction.
