Maintaining law and order and controlling crime are the prime issues a nation must focus on and rightly so because the social and economic welfare of people and the nation as a whole depends a lot on the degree of stability in terms of law and order. The situation in India is disheartening when it comes to crime rate as it ranks fifth in the list of countries mired by high crime rate. Moreover, there is a lack in the number of policemen to control this. As per a study by the Bureau of Police Research and Development (BPRD), Government of India 90% of the staff in the Police Department at present work for more than the stipulated time of 8 hours. 50% of the staff are called over eight to ten times in a month during their off-periods. This certainly reduces the efficiency of the staff to handle and solve cases. The United Nations Organization prescribes a ratio of 222 personnel per one lakh population whereas for India it is much below to a tune of 190 per one lakh population.
Rajasthan is the largest state in India (342,239 Sq. Km.) and is also positioned at third from last both in terms of Policeman per 100 square kilometres (currently 30.52) and number of persons (694.74) per policeman when compared with other states and Union Territories. Whereas it sixth with 274 crimes per Lakh population when it comes to crime rates. (Exhibit 1 and Exhibit 2).
Further the study by Bureau of Police Research and Development (BPRD) on MANPOWER ASSESSMENT of Urban and rural police station recommends the norms for staffing police men for each police station based on tasks performed by police department (Exhibit 4 for urban police station and Exhibit 5 for rural police station). In these exhibits, up to task number 12 (Statutory tasks) i.e. supervision the man power required are fixed in number as per the task description but tasks 13 to 16 (Operational tasks) are not fixed and varies based on factors like number of beats under each police station, number of cases/complaints per year. One team per beat (1 HC, 5 Constables) and also 3 or 6 constables under each police station to stay in beat stations are required under each PS based on number of beats under each PS. For investigating tasks, BPRD recommends one team (1 ASI, 1 HC, and 1 Constable) per 50 cases for a year. The recommendation for Complaint Staff is one constable for 200 to 300 complaints/cases per year. As part of unaccounted duties, staff in leave and training, BPRD recommended 40 percent of the total staff for urban PS and 28 percent of the total staff for rural PS.

As the expenditure of Rajasthan police department is around 5 percent of state budget of Rajasthan, the task before them is to staff the police in each district by keeping in mind the recommendations and by minimising the cost in terms of salaries.
