Abstract

The debate on employment and unemployment in Egypt has been a major feature of public policy for the last few years. With unemployment reaching double-digit figures, we have to realize that it is time to confront the problem.

This is a conventional problem that has occupied policy makers, academia, the media, and most importantly, every household in

Egypt. So, we have to discuss this situation systematically, by using the Soft System Method, we can see this situation as comprising a number of stages through this method.

Introduction

Unemployment is the condition of not having a job, often referred to as being "out of work", or unemployed. Not having a job when a person needs one, makes it difficult if not impossible to meet financial obligations such as purchasing food to feed oneself and one's family, and paying one's bills; failure to make mortgage payments or to pay rent may lead to homelessness through foreclosure or eviction. Being unemployed, and the financial difficulties and loss of health insurance benefits that come with it, may cause malnutrition and illness, and are major sources of mental stress and loss of self-esteem which may lead to depression, which may have a further negative impact on health.

In economics, unemployment refers to the condition and extent of joblessness within an economy, and is measured in terms of the unemployment rate, which is the number of unemployed workers divided by the total civilian labor force.

The terms unemployment and unemployed are sometimes used to refer to other inputs to production that are not being fully used Ð'-- for example, unemployed capital goods.

The history of unemployment is the history of industrialization. It was not considered an issue in rural areas, despite the "disguised unemployment" of rural laborers having little to do, especially in conditions of overpopulation.

Using the Soft System Method approach by applying it in the project of the unemployment in Egypt, as to complete its analysis in the right direction.

Stage 1: The Problem Situation unstructured:

To know about unemployment--the extent and nature of the problem--requires information. How many people are unemployed? How did they become unemployed? How long have they been unemployed? Are their numbers growing or declining? Are they men or women? Are they young or old? Are they white or black or of Hispanic origin? Are they skilled or unskilled? Are they the sole support of their families, or do other family members have jobs? Are they more concentrated in one area of the country than another?

As we can see the problem is unstructured and confusing.

The mess is evolved by seeking for related information and developing it as from the internet I found a lot of information from online encyclopaedias where I found diagrams, tables, unemployment rates from different countries also, the search engines contain a lot of websites that have a lot of rich information about this issue that can be useful, I tried to take people opinions, world view, concerned organizations, etc. as to become aware of different views of the issue.

After these statistics are obtained, they have to be interpreted properly so they can be used--together with other economic data--by policymakers in making decisions as to use it to influence the future course of the economy or to aid those affected by joblessness.

so I find the best information that I could have from my point of view also I found that this mess is a good choice because it concerns a lot of people, trying to find a solution from my point of view as analyzing this mess with a systemic thinking.

To make it more clearly about the unemployment issue I'm going to use a rich picture as to show the type of information I had and the relationship between them and to express or encapsulate the characteristics of the unemployment issue.
