CHAPTER 1

THE PROBLEM AND ITS BACKGROUND

INTRODUCTION

This chapter presents the background of the study, statement of the problems of the problems significance of study, scope and delimitations and definition of terms.

Background of the Study

         Many fire services and safety across nation are being challenged by budget crises, rising call volume, personnel and equipment shortages, security issues and the overall, expectation to do more with less. Effectively managing these challenges requires a basic understanding of how changes in resources effect operators, as well as political decisions makers, know how fire department resource deployment in the their   local community outcomes in three important areas; Fire Fighter injury and Death, affects civilian injury and death, and property loss. Fire protection is one of the primary community services provided by most local governments. In larger cities, fire protection is provided by a full-time, professional fire department. One of the basic activities carried out by these departments is fire prevention. The prevention of fires can result from many factors other than fire department efforts. However, as being used here, fire prevention is the set of activities performed by fire department personnel for the purpose of preventing the occurrence of fires and reducing the potential seriousness of fires. Typical fire prevention activities include building inspections and education of public and private groups. These activities are usually the responsibility of a separate division within the department, such as a "Fire Prevention Bureau." Many cities maintain fairly large fire prevention groups or bureaus. While some of these groups are organized and operate differently, most conduct the basic fire prevention activities of building inspections and prevention education for the public. In doing so, they are faced with similar decisions in planning and carrying out these operations. Such problems include how often to conduct building inspections, which buildings to assign to each available inspector, and how to allocate man-hours between inspection activities and public education activities. These and other similar decisions constitute important and 2 challenging problems. Yet practically no research on their analysis has been reported.

Statement of The Problem

        This Study Crimes to determine the effectiveness of the operations of BFP in Pasig City Specially, it sought answer the following question.

  1. What is the profile of the respondents in terms of:
  1. Age
  2. Gender  
  3. Economics Status
  1. What are the factors that contribute to the effectiveness of the operations of Bureau of Fire Protection.
  2. How effective the operations of BFP in Pasig City.

Hypothesis

      The following are the null of this research

  1. There is a significance factors that contribute to the effectiveness of The BFP?

There is no significant factors that contribute to the effectiveness of the BFP.

  1. There is  significance factors to the effective operations of the BFP in Pasig City?

There is no significant factors to the effective operations of the BFP in Pasig City.

Significance of The Study

      This study, we inform the contribute ideas to the following groups of individuals.

Criminology Students.  As a Criminology Students this Study aimed to inform everyone for their safety. We help them to foster Knowledge and responsibilities of firefighting Agencies.  

Fire Fighting Agencies. This Study may serve as there reference to make programs with regards to the prevalence and prevention of fire related incidents.

The Community. This study will inform them to become aware about fire prevention method in their community.

Future Researchers. This study will serve as their guide in conducting a study about fire prevention methods in the future.

   

Scope and Limitation of the study

        This study will deal on the common causes of fires in the municipality of Pasig City, including the different programs implemented on fire prevention and the different fire fighting facilities and equipment available and used for fire suppression.

        The descriptive evaluative method will be used to gather the necessary data and information needed. Questionnaires will be distributed to respondents who will consist of Fire Marshal Chief, BFP Pasig City Firefighter LGU official and residents of Pasig City.

Definition of terms

        BFP (Bureau of Fire Protection)-is an agency of the Department of the Interior and Local Government (DILG) responsible for implementing national policies related to Firefighting and fire prevention as well as implementation of the Philippine Fire Code (PD 1185), which has been repealed and replaced by the New Fire Code of the Philippines (RA 9514). Formerly known as the Integrated National Police Fire Service, the BFP is in charge of the administration and management of municipal and city fire and emergency services all over the country..
