This quarter I have been working with the Sheriff's Department and court system. I have learned you must haveleadership and training in an ethical organization. You are not only responsible for your personal conduct but also for the actions of those you supervise. Obviously, one first needs to be sure that one is not personally engaged in unethical and corrupt behaviors. Unfortunately, we have many recent examples where leaders cannot pass even this first test. One has be take responsibility for the larger role responsibilities of a leadership position. The American Society for Public Administration has promulgated standards that can be applied to administrators that aspire to be good leaders. Responsibility and accountability; Measures of quality service delivery should be developed and implemented to enable the administrator to identify strengths and weaknesses. Committment; leaders should be dedicated and enthusiastic about the role of the organization, as well as have a commitment to the law, codes, regulations and professional standards of behavior. Responsiveness: leaders should be sensitive to changing circumstances and evolving demands and needs of the public. God leadership exhibits flexibility in the face of social change. Knowledge and skills: technology is dynamic, and leadership must keep abreast of better ways of accomplishing its mission, as well as possess the understanding to interpret data that are relevant to the mission of the organization. Training--both upon entry and in-service--is a necessity in order to have an effective workforce. The administrator should be sensitive to conflicts of interest, especially when personal needs conflct with organizational needs. And professional ethics; administrators should practice self- reflection and contunually check their decision making against some ethical standards.
